Can an old 16-bit program which installed on a CD ROM be set up for Thin App?

I have a call into the VM Ware rep.  I was wondering if an older 16-bit program be deployed on Thin App by download or on a DVD.   This is for a non-profit so we would need an inexpensive solution.  Many thanks.
